Non-photorealistic rendering techniques?

Anyone got a guide/manual/tutorial/etc for doing something like this?  Say, for example, if I wanted to render in that "Take on Me" black and white sketch style (from Aha), or do something in some surrealistic colors.  I played through stretch panic (Playstation 2) and the black & white sketch style has potentially inspired me for a novel effect in a game...

Go to http://nehe.gamedev.net/lesson.asp?index=08 and check out the Cel-Shading tutorial.  It might give you insights into what you are trying to do.
