LWJGL has its own channel on freenode called #lwjgl (http://irc://irc.freenode.net/lwjgl). You can join it by using any IRC client:

Yes, it is, just keep in mind that until the beta there is no guaranteed API compatibility. You can consider the bindings stable (only additions will be made), but there are plans to change (improve) other parts of the codebase.
