Wow. Who is doing tribal trouble?

I am working on a single-player christian game that is set way back in mose's day (actually before christ came) .

I am trying to get some terrain similar to that of tribal trouble.

1) Do you think they are using heightmaps?  

2) I can get a heightmap going. but then I am thinking about how i will place buildings in the map. Should I make a 3d model of a building?

3) What if the building is particularly big, and i want the play to be able to walk instead and up stairs for example? Is this building still a separate 3d model that is imported like a standard 3ds model?
